No idea if anybody needs uses this now or has any interest in using it but I needed to run against Azure and wanted to be able to use the structure that tfscaffold provides.
Didn't like passing password/secrets on the command line that could be seen or saved to history so updated it to use env variables or the currently logged in user. Also added some encryption to the storage account used for storing the state files.
